Measures for the Administration of Extracurricular Reading Materials for Primary and Secondary School Students on Campus

Article 1: These Measures are formulated so as to enrich students' reading content, expand reading activities, standardize the management of extracurricular reading materials on campus, prevent problematic reading materials from entering campuses (including kindergartens), and give full play to the educational function of extracurricular reading materials.

Article 2: "Extracurricular reading materials" as used in these Measures refers to official publications (including digital publishing products) that are not only textbooks and teaching aids, but are entered on campus for primary and secondary school students to read.

Article 3: The State administrative departments for education are responsible for formulating policies related to the introduction of extracurricular reading materials for primary and secondary school students on campus, clarifying the standards and requirements for recommendations. Provincial-level administrative departments for education are responsible for the overall guidance and management of extracurricular reading materials on campus. The administrative departments for education at the prefectural and county levels should have a comprehensive grasp of the situation of extracurricular reading materials entering campuses, and be responsible for the supervision and inspection of extracurricular reading materials entering campuses. Primary and secondary schools are to do a good job of recommending and managing extracurricular reading materials based on actual needs.

Article 4: Efforts to recommend extracurricular reading materials for primary and secondary schools must comply with the requirements of relevant national laws and regulations, and adhere to the following principles:

Directionality. Adhere to the education-oriented, strictly control politics, strictly review the value orientation of extracurricular reading materials, and help students become new people with ideals, skills, and responsibilities.

Comprehensive. Adhere to the "five educations" at the same time, focus on the all-round development of students, focus on the core literacy, closely link with the actual thinking, learning and life of students, meet the reading needs of primary and secondary school students in moral, intellectual, physical, aesthetic and labor education, and comprehensively develop quality education.

Suitability. It meets the cognitive development level of primary and secondary school students, and meets the learning needs and reading interests of students at different stages. Extracurricular reading materials should be printed in green to meet the needs of adolescents and children for vision protection.

Diversity. Taking into account the disciplines, genres, themes, countries, styles, and forms of expression of extracurricular reading materials, it connects ancient and modern China and foreign countries.

Moderation. Primary and secondary schools and teachers should strictly control and control the quantity of extracurricular reading materials recommended by primary and secondary schools and teachers on the basis of educational and teaching needs.

Article 5: Extracurricular reading materials on campus must meet the following basic standards:

The theme is clear. The content is positive. The selection of materials is positive, reflecting the new achievements of economic and social development, new progress in science and technology, and excellent achievements of human civilization, and has high value in humanities, society, science, art and other aspects. The author of the selected essay has a positive historical evaluation and a good social image.

Readable. The text is beautiful, the expression is fluent, and it is simple to understand, which is inspiring and interesting.

Enlighten wisdom and increase wisdom. It can stimulate students' curiosity, imagination and creativity, increase knowledge and insight, improve the ability to find and solve problems, and enhance their overall quality.

Article 6: Where the relevant provisions of the "Regulations on the Administration of Publications" are violated, or in any of the following circumstances, extracurricular reading materials for primary and secondary school students must not be recommended or selected:

(1) Violating the Party's line, principles, and policies, slandering or vilifying Party and State leaders and heroic models, or jokingly talking about the Party's history, national history, or military history;

(2) Harming the honor and interests of the state, or having content that is anti-China, insulting or scandalizing;

(3) Leaking state secrets or endangering national security;

(4) endangering national unity, sovereignty, or territorial integrity;

(5) Content that violates religious policies or advocates religious doctrines, doctrines, and canons;

(6) There is content that violates ethnic policies, incites ethnic hatred or ethnic discrimination, undermines ethnic unity, or does not respect ethnic customs and habits;

(7) Advocating erroneous viewpoints such as individualism, neoliberalism, or historical nihilism, and having a tendency to worship foreign ideologies;

(8) Having negative tendencies such as vulgarity, kitsch, vulgarity, etc., having a low style, unhealthy thinking, advocating supernatural forces, mysticism, and superstition of ghosts and gods, and having value-oriented issues such as obscenity, pornography, violence, cults, gambling, drugs, inducing suicide, or instigating crime;

(9) Insulting or slandering others, infringing upon the lawful rights and interests of others;

(10) There are scientific errors;

(11) Illegally implanting commercial advertisements or disguised commercial advertisements and improper links, or using words such as "recommended by the Ministry of Education" or "designated by the new curriculum standards" in violation of regulations;

(12) Other violations of public order and good customs, moral standards, laws and regulations, and so forth, causing a negative impact on society.

Article 7: Schools are the entity responsible for recommending extracurricular reading materials on campus, and are responsible for organizing the selection and review of extracurricular reading materials for that school.

Article 8: In principle, extracurricular reading materials on campus are recommended once per academic year. The recommendation procedure should include primary selection, evaluation, confirmation, filing and other links. The school organizes administrators, classroom teachers and library administrators to propose a primary selection catalog; The subject group is responsible for reviewing, focusing on the suitability of the reading materials selected from the recommended catalogue approved by the state, and comprehensively checking the other reading materials in accordance with the recommended principles, standards, and requirements, and putting forward comments; The school organizes a special team to be responsible for reviewing and checking, coordinating the quantity and type, confirming the recommendation results, publicizing and reporting to the administrative department of education for the record.

Smaller schools in underdeveloped areas may be recommended by the education administrative department at a higher level.

Article 9: Catalogs of recommended extracurricular reading materials on campus should be disclosed to students' parents, adhere to the principle of voluntary purchase, and prohibit coercion or covert compulsion of students to purchase extracurricular reading materials, and schools must not organize uniform purchases.

Schools should do a good job of guiding parents to purchase extracurricular reading materials other than those in the recommended catalog.

The purchase of extracurricular reading materials by school libraries shall be carried out in accordance with the relevant provisions of the "Regulations for Primary and Secondary School Libraries (Rooms)".

Article 10: Strengthen the management of extracurricular reading materials on campus through other channels.

No unit or individual may sell extracurricular reading materials on campus through holding lectures, trainings, or other activities.

Schools should clarify the requirements for the operation and management of campus bookstores. Campus bookstores should establish a review mechanism for reading materials on campus, and strictly implement the principles, standards, and requirements of these Measures.

Schools should clarify the sources of donated extracurricular reading materials, and the school or the administrative department for education at the level above is to conduct a review and check, clarifying the value orientation and suitability requirements.

Article 11: Primary and secondary schools should vigorously advocate that students love reading, read good books, and be good at reading, and may set up reading festivals, reading corners, and so forth, to optimize the campus reading environment and promote the construction of scholarly campuses. Pay attention to carrying out various forms of reading activities, improve students' interest in reading, and cultivate good reading habits. Give full play to the active role of parents in students' extracurricular reading, and create a good atmosphere for home-school collaborative education. Establish a reading incentive mechanism, encourage local administrative departments for education to include units and individuals with outstanding performance in the construction of scholarly campuses in relevant commendations and awards, and schools should use appropriate forms to commend teachers and students with outstanding performance in reading activities.

Article 12: Establish a supervision and inspection mechanism. Schools should strengthen the management of reading materials that students bring into campus, and when problematic reading materials are discovered, they should be promptly and effectively disposed of, eliminating negative impacts. The administrative departments for education at the county level are to establish a system for recommending and reporting extracurricular reading materials on campus, and unblock channels for social and mass supervision. The administrative departments for education at the prefectural and municipal levels are to carry out spot checks on the recommendation of extracurricular reading materials on campus. Provincial-level administrative departments for education should fully understand and grasp the situation of extracurricular reading materials entering campuses, and carry out special inspections as needed. All levels of education supervision departments should include the introduction of extracurricular reading materials into the scope of supervision.

Article 13: Where any of the following circumstances exist, the administrative departments for education are to order corrections to be made within a set period of time, and handle them in accordance with laws and regulations depending on the severity of the circumstances; Where it is necessary to pursue other disciplinary or legal responsibilities, it shall be transferred to the corresponding competent department for handling in accordance with discipline and law.

(1) Failure to organize and recommend extracurricular reading materials on campus in accordance with the prescribed procedures;

(2) Extracurricular reading materials on campus do not meet the principles, standards, or requirements of these Measures;

(3) Coercing or indirectly coercing students to purchase extracurricular reading materials;

(4) Accepting requests for entrustment or seeking improper benefits;

  (5) Relevant administrative departments and their staffs interfering with the recommendation of extracurricular reading materials in violation of regulations.
