Circular of the General Office of the Ministry of Education on Further Strengthening the Management of Primary and Secondary School Students' Physical Health

To the education departments (education commissions) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Education Bureau of the Xinjiang Production and Construction Corps:

  In order to implement the spirit of the "Healthy China Action (2019-2030)" and "Opinions on Comprehensively Strengthening and Improving School Physical Education in the New Era" and other documents, and to ensure that the 2030 "National Student Physical Health Standards" meet the prescribed requirements, the relevant work is hereby notified as follows.

  1. Strengthen publicity, education, and guidance. All localities should strengthen the publicity of the importance of students' physical health, and primary and secondary schools should strengthen education and guidance through various forms such as physical education and health courses, large recesses, extracurricular physical exercise, sports competitions, class team activities, and home-school coordination, so that parents and primary and secondary school students can scientifically understand the influencing factors of physical health, understand the important role of exercise in enhancing physical fitness, promoting health, preventing obesity and myopia, tempering will, and improving personality, improve students' physical and health literacy, and enhance their awareness and ability to manage physical health.

  2. Open a full range of physical education and health courses. Primary and secondary schools should strictly implement the rigid requirements of the physical education and health curriculum stipulated by the state, with 4 class hours per week for grades 1 to 2 of primary school, 3 class hours per week for grades 3 to 6 of primary school and junior high school, and 2 class hours per week for high schools, and schools with the capacity to open 1 physical education class per day to ensure that physical education and health courses and students' campus physical activities are not crowded out for any reason.

  3. Ensure time for physical activities. Reasonably arrange students' on-campus and off-campus physical activity time, and strive to ensure that students have 1 hour of physical activity time each day in and outside of school. Fully implement the system of large recess sports activities, primary and secondary schools will arrange 30 minutes of recess sports activities every day, and students should be arranged to go out of the classroom for appropriate activities and relaxation during each class. Vigorously promote family physical exercise activities, there are requirements for exercise content, exercise intensity and duration, etc., and do not advocate arranging high-intensity exercises. Schools should strengthen guidance on physical education homework, provide high-quality exercise resources, and maintain communication with parents in a timely manner.

  Fourth, improve the quality of physical education. Primary and secondary schools should focus on "teaching, diligent practice, and regular competitions", and gradually improve the school physical education teaching model of "health knowledge + basic sports skills + special sports skills", so that each student can master 1-2 sports skills. Youth sports clubs should be created and students should be encouraged to actively participate in the training of football, basketball, volleyball, and other sports in their spare time and holidays. It is necessary to organize and carry out various forms of activities such as "all-staff sports meeting" and "all-staff sports competition", and build a perfect sports competition system for primary and secondary schools of "intra-school competition-school-level league-selective competition". Physical education teaching and research departments at all levels should regularly carry out centralized lesson preparation and collective study. Evaluate the quality of teaching in physical education classes in a timely manner. The instructor should provide guidance throughout the course.

  5. Improve the evaluation and assessment system for physical health management. It is necessary to incorporate the management of physical health into the evaluation and assessment system of local educational administrative departments and schools. Local administrative departments for education should attach great importance to the management of physical health, establish an examination mechanism that combines daily participation, physical exercise and competition, health knowledge, physical fitness monitoring, and special sports skills testing, and actively explore the inclusion of sports competition results in the comprehensive quality evaluation of students. For those who are unable to participate in sports competitions due to illness or other force majeure factors, they should proceed from reality, provide categorical guidance, and conduct evaluation. All schools should improve the home-school communication mechanism, and promptly feedback the results of students' physical health tests and health examinations to parents, so as to form a joint force of home-school collaborative education. It is necessary to strictly implement the requirements of the "Implementation Plan for the Comprehensive Prevention and Control of Myopia in Children and Adolescents", and improve the monitoring mechanism for the vision and sleep status of primary and secondary school students.

  Sixth, do a good job of physical health monitoring. All localities and schools should fully implement the requirements of a series of documents such as the National Student Physical Health Standards (Revised in 2014) and the Measures for the Monitoring and Evaluation of Students' Physical Health, conduct regular and comprehensive monitoring of the content of physical health management, and establish and improve a closed-loop system of "monitoring, evaluation, feedback, intervention, and guarantee" focusing on the level of physical health. Conscientiously implement the physical health testing system and sampling review system for all students, establish student physical health files, complete the test data reporting work in a true, complete and effective manner, study and judge the physical health level of students, and formulate corresponding physical health improvement plans.

  7. Improve the responsibility mechanism. Provincial-level administrative departments for education should coordinate the management of physical health in their respective regions, regularly report to the party committee and government, and urge local governments to do a good job in relevant work. The administrative departments for education at the county level are responsible for specific guidance work, urging schools to refine physical health management regulations, and actively promoting the selection and appointment of "health vice principals" in primary and secondary schools. Primary and secondary schools should incorporate physical health management into the daily management of the school, hold regular meetings to conduct special research, establish a system of responsibility for health promotion principals and class teachers, and strengthen communication with parents through parents' meetings, parent letters, home visits, and other forms.

  8. Strengthen supervision and inspection. All localities should make the management of students' physical health as the content of supervision and evaluation, and include the management of students' physical fitness in the monitoring and monitoring system of students' physical health and education quality evaluation, and carry out dynamic monitoring and regular supervision and assessment. The results of supervision and evaluation should be used as an important basis for evaluating the relevant responsible persons of local governments and primary and secondary schools. All localities and schools should unblock channels for parents to report problems and opinions, set up telephone or online platforms for supervision and reporting, promptly improve relevant work, and truly ensure the scientific management of students' physical health.
