  In order to implement the requirements of comprehensively and strictly administering the Party, and to truly strengthen the Party's leadership over private schools, the following opinions are hereby put forward on strengthening the Party's building efforts in private schools on the basis of the Party Constitution and relevant laws and regulations.

1. The importance and urgency of strengthening the party building work in private schools

Since the reform and opening up, China's private colleges and universities, private primary and secondary schools (including private secondary vocational schools, the same below) and private training institutions have developed rapidly, effectively meeting the multi-level and diversified educational needs of the people, and making positive contributions to promoting educational modernization and promoting economic and social development. As an important part of socialist education, private schools also undertake the important task of cultivating socialist builders and successors. Strengthening the party building in private schools is of great significance for comprehensively implementing the party's education policy, adhering to the socialist direction of running schools, and implementing the fundamental task of establishing morality and cultivating people.

In order to promote the development of private education, party committees and relevant departments at all levels have effectively strengthened the party building work of private schools in accordance with the requirements of the central government, established and improved party organizations, continuously expanded the coverage of party work, selected party organization secretaries, strengthened the party building work force, and actively explored effective ways for party organizations to play a role, and achieved remarkable results. However, it should also be noted that the party building work of private schools is still facing some new situations, new problems and new challenges, the coverage rate of party organizations is relatively low, the subordinate relationship is not smooth, the team of party organization secretaries is not strong, the education and management of party members is relatively loose, the role of party organizations in ensuring supervision is not in place, and the ideological and political work is weak, and so on. To solve these problems, it is urgent to adhere to and strengthen the party's leadership in accordance with the requirements of comprehensively and strictly governing the party, give full play to the role of private schools as a fighting fortress of party organizations and the vanguard and exemplary role of party members, ensure that private schools run schools, teach and educate people in accordance with the party's requirements, cultivate and practice the core socialist values throughout the whole process of school education, guide teachers and students to establish a correct world outlook, outlook on life, and values, strive to strengthen party building in running private schools, and ensure the healthy development of private schools by strengthening party building.

2. Give full play to the role of the political core of the party organization in private schools

The party organization of private schools is the fighting fortress of the party in private schools and plays a central role in politics. It is mainly embodied in: (1) ensuring political direction. Publicize and implement the Party's theories, lines, principles and policies, publicize and implement the resolutions of the Party Central Committee, higher-level Party organizations and the Organization, guide schools to fully implement the Party's education policy, run schools in accordance with the law, standardize schools, and run schools in good faith, resolutely oppose the negation and weakening of the Party's leadership, oppose the spread of erroneous trends of thought such as the so-called "universal values" in the West, and oppose all kinds of decadent values. (3) Promote the development of the school. Support the school board of directors and principals in exercising their powers and carrying out their work in accordance with laws and regulations, participate in the decision-making of major matters related to the reform, development and stability of the school and the vital interests of teachers, students and staff, help the school improve the charter and various management systems, and promote the school to improve the quality of education and cultivate qualified talents. (4) Leading the campus culture. Persist in using the core socialist values to shape campus culture, strengthen education on social morality, professional ethics, family virtues, and personal morality, carry out activities to create spiritual civilization, organize a variety of cultural activities, and promote the formation of a good school spirit, teaching style, and study style. (5) Participate in personnel management and services. Participate in the selection, training and management of all kinds of talents in the school, put forward opinions and suggestions in the evaluation of faculty and staff, professional title evaluation, etc., take the initiative to contact, care and care, and mobilize their enthusiasm and creativity. (6) Strengthen self-construction. Improve the organizational setup and working mechanism, strengthen the management of members of the Party organization team and Party cadres, do a good job in the development of Party members and Party member education and management services, strictly organize the life system, conscientiously implement the system of democratic centralism, strengthen the daily supervision of Party organizations and the democratic supervision of Party members, and do a good job in the construction of Party style and integrity. It is necessary to proceed from the reality of different types of private schools and find out the focus of the work and role of the party organization. Party organizations in private colleges and universities should prominently adhere to the guiding position of Marxism, grasp the party's leadership, management, and discourse rights over ideological work, strengthen the ideological guidance of young teachers, non-party intellectuals, and college students, and urge them to enhance their political identity, enhance their political sensitivity and political discernment, and strengthen their self-confidence in the road, theory, system, and culture of Duhuiism with Chinese characteristics. Party organizations in private primary and secondary schools should give prominence to the cultivation of students' good ideology and moral character, promote schools to carry out the education of loving the party, the motherland, and socialism throughout all work, pay close attention to small and solid work, and make it take root in the hearts of students, so as to lay a solid foundation for cultivating socialist builders and successors with all-round development of morality, intelligence, physique, and beauty. Party organizations of private training institutions should highlight creditworthiness and law-abiding, guide training institutions to correct training thinking, strictly manage internally, regulate enrollment and fees, prevent training fraud and the use of improper means to seek illegal benefits, and truly improve the quality of training and social benefits.

3. Promote the effective coverage of Party organizations and Party work

Intensify the formation of party organizations in private schools, realize the comprehensive coverage of party organizations and party work, and make sure that where there are party members, there are party organizations, and where there are party organizations and the role of party members can be fully played.

Insist that what should be built must be built. All private schools with three or more formal party members must establish party organizations in accordance with the provisions of the party constitution and carry out a term of office on schedule. Where a private school is changed, withdrawn, merged, or cancelled, the higher-level Party organization shall promptly make a decision on the change or revocation of the Party organization of the private school. Straighten out the affiliation of party organizations in private schools. The implementation of the management of the competent department and the territorial management of the combination, to the competent department of the party organization management, the school party organization should actively cooperate, take the initiative to do a good job in guidance and management. The relationship between the Party organizations of private colleges and universities is generally subordinate to the education work department of the Party committee of the province (autonomous region, municipality directly under the Central Government) or the municipal (prefecture, prefecture, league) Party organization or the Party organization of the education administrative department. The relationship between the party organizations of private primary and secondary schools is generally subordinate to the education work department of the county (city, district, banner) party committee or the party organization of the education administrative department. The Party organizations of private primary and secondary schools and private training institutions with a large scale of schooling, a large number of Party members, and a certain social impact may also be directly managed by the education work department of the municipal (prefecture, prefecture, league) Party committee or the Party organization of the education administrative department or the human resources and social security department. Where there are special circumstances, the affiliation of the Party organization is to be determined by the Party committee's education work department, the education administrative department, the human resources and social security department's Party organization, and the organization department of the Party committee at the same level.

Fourth, select and manage the party organization secretary of private schools

Take the construction of the team of party organization secretaries as the top priority of the party building work in private schools, strengthen selection and training, education and training, management and supervision, and strive to improve the overall quality and ability to perform duties.

Specify the selection criteria. Insist on putting political standards in the first place, and select and strengthen the party organization secretaries of private schools in accordance with the requirements of excellent political quality, familiarity with party building work, understanding of education, good management, and dedication. Adhere to the standards of good cadres with firm beliefs, serving the people, being diligent and pragmatic, daring to take responsibility, and being honest and honest, highlight the requirements of educators who stress politics, and select party organization secretaries of private colleges and universities; Pay attention to the selection of party organization secretaries of "double-strong" private primary and secondary schools with strong party spirit and strong professional quality.

Promote the selection and dispatch of party organization secretaries to private colleges and universities. On the basis of the actual situation, and in accordance with the affiliation of the Party organization, the Party organization of the Party committee, the education work department, or the Party organization of the education administrative department under centralized management shall be specifically responsible. They may be selected from the in-service or retired Party members and cadres of the educational administrative departments and public schools, and may also be selected from the Party members and cadres who are familiar with the education work of other organs, enterprises and institutions, and serve in accordance with the relevant provisions of the Party, and generally serve as government supervision commissioners. The secretary of the Party organization who is stationed in a full-time private university shall have no change in its administrative relationship, and the remuneration and benefits shall be the responsibility of the original unit or the selected unit, and shall not obtain salary and other additional benefits in the school except for necessary work funds.

Broaden the channels for the selection of party organization secretaries in private primary and secondary schools. The secretary of the party organization of private primary and secondary schools is generally produced from the school management, and the secretary of the board of directors (managers) and the principal who meet the requirements may serve as the secretary of the party organization of the school with the consent of the party organization at the higher level. Where there are no suitable candidates within the school, they may be selected by the higher-level Party organization. Private primary and secondary schools with a large scale of schooling, a large number of Party members, and a funder or principal serving as the secretary of the Party organization, shall be equipped with a full-time deputy secretary.

Do a good job in the training and management of party organization secretaries. The training of Party organization secretaries in private schools is to be included in the overall plan for the education and training of Party cadres at the grassroots level, and the Party organization secretaries of private colleges and universities are to be trained by the provincial and municipal Party committee organizations and education work departments, the Party organization secretaries of private primary and secondary schools are to be trained by the municipal and county-level Party committee organizations, education work departments, or education administrative departments, and the Party organization secretaries of private training institutions are to be trained by the county-level education administrative departments, human resources and social security departments, or Party working committees of social organizations. 5. Establish and complete mechanisms for Party organizations to participate in decision-making and supervision

Adhere to the organic unity of the party's leadership and the rule of law, promote private schools to include the relevant content of the construction of party organizations in the school charter, clarify the status of party organizations in the school's corporate governance structure, and ensure that party organizations play an effective role in decision-making, supervision, and implementation of major matters.

Promote the members of the Party organization team to enter the school's decision-making and management levels. The secretary of the Party organization of a private school shall enter the board of directors (council) of the school through legal procedures, and the full-time deputy secretary of a school with a large scale and a large number of party members may also enter the board of directors (council) if it meets the requirements. Members of the Party organization team shall enter the administrative management level in accordance with the school's charter, and members of the administrative leadership team such as Party members, principals, and vice principals may enter the Party organization team in accordance with the relevant provisions of the Party.

Improve systems for Party organizations to participate in decision-making and supervision. When it comes to major matters such as the development planning, important reforms, and personnel arrangements of private schools, the Party organization shall participate in the discussion and research, and the board of directors (directors) shall obtain the consent of the Party organization before making a decision; Matters involving party building, ideological and political work, and moral education work should be studied and decided by party organizations. Establish and improve the daily communication and consultation system between the Party organization and the school board of directors (directors) and the board of supervisors, as well as the joint meeting system between the Party organization and the administrative leadership group; Strengthen the supervision of the implementation of important decisions of the school by the party organization, and regularly organize party members and faculty representatives to listen to the work report of the principal and the report on major matters of the school.

6. Do a good job in the development of Party members and the education and management of Party members

With the focus on enhancing party spirit and improving quality, we should strengthen and improve the construction of party members in private schools, stimulate the internal motivation of party members to maintain their advanced nature, and enhance the vitality of party members.

Standardize the management of the relationship between Party members and organizations. Party organizations in private schools should start from the hiring process to fully grasp the identity of faculty and staff Party members, regularly check the relationship between Party members and organizations, incorporate effective management, and correct and prevent the occurrence of the phenomenon of "pocket Party members" and "invisible Party members". Strictly educate and manage party members. 7. Do a good job in ideological and political education and moral education

Leading ideological and political education and moral education is the primary political responsibility of party organizations in private schools. Party organizations in private schools should conscientiously fulfill their responsibilities, strengthen analysis and judgment, study and solve important problems, and consolidate the school's ideological, cultural, and ideological position.

Promote the theoretical system of socialism with Chinese characteristics into the classroom and into the mind. Supervise and urge private schools to strengthen the construction of teaching materials, teachers, and teaching systems, and select textbooks for ideological and political courses and moral education courses that have been approved in accordance with law in accordance with relevant curriculum standards, and ensure sufficient teaching time. Pay attention to the construction of teachers' ethics and style. Incorporate ideological and political requirements into the daily management of teachers, insist that there are no forbidden areas for academic research and discipline in classroom teaching, and guide teachers to abide by professional ethics and consciously set an example for others. Regularly evaluate the school's teachers' ethics and teaching style, and praise and commend those who love their jobs and have outstanding teachers' moral performance; For those who do not perform well in teacher morality, they should be admonished and rectified; Where teachers have lost their moral standards and are not suitable to continue to engage in education and teaching work, they should put forward a proposal to adjust their posts or transfer them out of the school. Party organizations must dare to grasp and manage individual teachers who spread erroneous remarks.

Strengthen the building of the contingent of ideological and political workers. Party committees at higher levels and relevant departments should promote the establishment of ideological and political education and moral education work institutions in private schools, and complete and strengthen the work force of counselors, class teachers, and teachers of ideological and political courses. The average income of teachers of ideological and political courses should not be lower than the average level of teachers of other majors in the school. Promote the professionalization of counselors in private colleges and universities, open up career development and professional promotion channels, and stimulate their enthusiasm for work.

8. Strengthen leadership over the party building work in private schools

Implement the responsibility system for party building work in private schools. Party committees at all levels should earnestly perform their main responsibilities, regard the party building work of private schools as an important task of grassroots party building, include it in the content of the work report and evaluation of grassroots party building work, regularly listen to special reports, and help solve difficulties and problems. The organization department of the Party committee should strengthen overall coordination and macro guidance, and take the lead in researching and formulating specific measures for party building in private schools; The education work departments and education administrative departments of party committees should take direct responsibility, strengthen guidance and supervision, and promote the implementation of various policies and measures for party building. Institutional establishment, civil affairs, human resources and social security, industry and commerce, and other relevant departments should combine their respective functions and coordinate their work to do a good job. Those who are ineffective in fulfilling their responsibilities for party building and who have been weak in party building and ideological work in private schools for a long time should be held seriously accountable.

Enrich the strength of party affairs. Private colleges and universities should improve the party affairs departments in accordance with relevant regulations, and clarify the corresponding forces to engage in party organization, publicity, discipline inspection and other aspects of work; The number of full-time Party affairs staff in schools should be maintained according to actual needs. Non-government primary and secondary schools should also ensure that party building work is managed and grasped by people. Personnel engaged in part-time Party affairs in private schools shall have their workload calculated.

Improve the funding guarantee mechanism. Private schools should include the funds for the activities of party organizations in the annual budget to ensure necessary expenditures. The party members of the school can be refunded in full if they pay the party dues. Broaden the channels of funding sources, and if conditions permit, local finance may give certain support. Give full play to the advantages of party building in public schools, and organize joint construction and resource sharing with private schools through regional joint construction and central school drive.

Strengthen categorical guidance and supervision and inspection. It is necessary to combine the actual situation of various private schools, guide party organizations to carry out party activities around the development of schools and close to the needs of teachers and students, enhance the pertinence and effectiveness of party building work, and prevent "two skins". It is necessary to take the work of party building as a necessary condition and mandatory content for the registration, annual inspection, evaluation, and management and supervision of private schools. Do a good job in the ideological work of private school funders, and urge them to take the initiative to support the work of party building. For those who do not attach importance to or support the work of party building, they should educate, guide, and supervise rectification; If there are serious problems in running a school, the enrollment plan should be deducted in accordance with laws and regulations, and even the qualification for running a school should be revoked.
