To effectively address issues such as insufficient water supply pressure in junior high dormitories and unstable water supply during peak periods, and to ensure the normal daily water needs of teachers and students, our school is now conducting an open tender for the "Junior High Dormitory Water Supply Renovation Project." We welcome qualified units, reputable units, and rich experience in similar projects to participate. The relevant matters are hereby announced as follows:
1. Project Overview
1. Project Name: Water Supply Renovation Project for Junior High School Dormitory at Qichun Xingzhi School
2. Project Location: Dormitory building of the junior high division at Qichun Xingzhi School (specific location subject to on-site designation)
3. Project Content: Includes but is not limited to procurement and installation of booster pumps, pipeline laying and connection, fabrication and installation of stainless steel water tanks, pump room construction or renovation, installation of power distribution control systems, pipe insulation treatment, supporting valves and auxiliary facilities, and other complete equipment supply and installation. For details, please refer to the "Bill of Quantities" and construction drawings provided by the tenderer.
4. Project Duration: Total construction period of 30 calendar days (including equipment procurement, transportation, installation, commissioning, and acceptance), calculated from the date of contract signing.
5. Project Budget: The bid control price for this project is RMB 120,000 (¥120,000.00). The bid price must not exceed this control price; otherwise, the bid will be considered invalid.
2. Technical Quality Requirements
1. Key Equipment Requirements:
· Booster pump: one unit each of 11kW and 30kW, reference brand model is New Territories CDL(F) series stainless steel vertical multistage centrifugal pump (or equivalent or higher brand). Specific technical parameters such as head and flow rate are subject to the bill of quantities and design requirements;
· Stainless steel water tank: effective volume 30 cubic meters, dimensions 4m×2.5m×3m, bottom and side thickness ≥2.0mm, top plate thickness ≥1.5mm, made of SUS304 stainless steel, and equipped with maintenance manholes, ladders, level gauges, inlet/outlet flanges, and other accessories.
2. Main material standards:
· Pipes: Use PPR110 hot water pipes, reference brand "Liansu" or a well-known brand of equivalent grade, with a pressure rating not less than 1.6MPa;
· Cable: Uses 25mm² national standard pure copper power cable (YJV or similar), and meets national 3C certification requirements;
· Insulation materials: Made of rubber-plastic insulation cotton or polyurethane foam, with a thickness of no less than 30mm, covered with aluminum foil to ensure frost and sun resistance, and durability.
3. Acceptance Standards: The project quality must meet the qualification requirements of the "Code for Acceptance of Construction Quality of Building Water Supply, Drainage, and Heating Engineering" (GB 50242-2002) and other current national and industry standards, and also satisfy the tenderer's functional requirements.
4. Warranty Requirements:
· The overall warranty period for this project shall be no less than 3 years from the date of completion acceptance;
· During the warranty period, if quality issues such as insufficient water supply pressure, equipment failure, or pipeline leakage occur, the winning bidder must respond within 2 hours and complete repairs within 24 hours. All related costs shall be borne by the successful bidder;
· During the warranty period, free inspection and maintenance service will be provided at least once every six months, along with an inspection report.
3. Bidder Qualification Requirements
1. Must have independent legal entity status and hold a valid business license (business scope must include electromechanical equipment installation, pipeline engineering, or water supply facility construction, etc.);
2. Possess a Grade III or above professional contracting qualification for building electromechanical installation engineering, or a Grade III or above general contracting qualification for municipal public works construction preferred, and possess a valid safety production license;
3. In the past three years (July 2023 to present), have completed at least one water supply renovation project of similar scale for campuses, residential communities, or enterprises and institutions (a copy of the contract or completion acceptance certificate must be provided);
4. The company must have good reputation, with no major quality incidents, safety incidents, or violations in the past three years, and must not be listed as a dishonest person subject to enforcement by "Credit China";
5. Have a comprehensive after-sales service system, with local staff stationed locally or able to promise timely response to repair needs;
6. Consortium bids are not accepted for this project, and subcontracting or illegal subcontracting is not permitted.
IV. Registration and Bidding Requirements
(1) Registration Time and Method
1. Registration period: From the date of this announcement until 17:00 on July 9, 2026 (Beijing Time). Late submissions will not be accepted.
2. Registration method: Bidders may register by any of the following methods—
· On-site registration: Bring your registration materials to the school's General Affairs Office (1st floor of the Comprehensive Building) for processing;
· Online registration: Scan copies of the registration materials should be sent to the designated email address (381529957@qq.com). The email subject line should indicate "Water Supply Renovation Project Application + Company Name," and confirm by phone.
3. A registration deposit of 5,000 yuan must be paid before the bid opening. If the bid is not awarded, it will be refunded on the spot after the bid evaluation. The successful bidder will automatically convert the registration deposit into a performance bond.
(2) Materials required for registration
1. Copy of the business license (stamped with the official seal);
2. Copies of enterprise qualification certificates and safety production permits (stamped with the official seal);
3. Legal representative's identification and power of attorney (if authorized), with a copy of the agent's ID card;
4. Proof of similar performance in the past three years (key pages of the contract or copies of completion acceptance reports);
5. Bidder contact person, phone number, and email address.
(3) On-site Inspection
The tenderer will organize the registration units to conduct on-site inspections at 9:00 AM on July 9, 2026, and distribute detailed bills of quantities and construction drawings. Bidders are requested to arrive on time and inspect the site conditions on their own. The tenderer will not make any other arrangements. Those who do not participate in the survey are deemed to have fully understood the site situation.
(4) Submission of bidding documents
1. Deadline for submission of bidding documents: July 10, 2026 (Friday) at 14:30 (Beijing Time). Late submissions or those not delivered to the designated location will not be accepted by the tenderer.
2. Submission location: Party Member Activity Center, 1st floor, Comprehensive Building, Qichun Xingzhi School.
3. Bid Document Requirements: Bid documents must be securely sealed, with one original and two copies, and an electronic version (USB drive) attached. The content should include business bids (quotations), technical bids (construction plans, schedules, quality and safety measures, etc.), qualification documents, and performance materials.
(5) Bid opening time and location
Bid opening time: Same as the deadline for submission of bid documents (July 10, 2026, 14:30)
Bid opening location: Party Member Activity Center, 1st floor, Comprehensive Building, Qichun Xingzhi School.
The legal representative or authorized agent of the bidder must attend the bid opening meeting on time and bring the original ID card and authorization letter for inspection.
5. Bid Evaluation Method
This project uses a comprehensive scoring method, with a maximum score of 100 points, including:
· Price Section (40 points): Score is calculated using the lowest valid bid price as the benchmark price;
· Technical Section (40 points): Includes construction plans, equipment selection, quality assurance measures, safety management, schedule scheduling, etc.;
· Business Section (20 points): Includes company qualifications, similar performance, after-sales service commitments, warranty period, etc.
The tenderer will adhere to the principles of fairness, impartiality, and merit-based selection, comprehensively considering the bidder's construction capability, quotation, duration, after-sales service, and other factors to determine the winning bidder, without guaranteeing the lowest price to win.
6. Other Notes
1. Bidders shall bear all costs related to on-site inspection, preparation and submission of bidding documents, etc.;
2. The successful bidder must sign the construction contract with the tenderer within 7 days of receiving the notice of award;
3. After the contract is signed, the winning bidder must strictly organize construction according to the schedule requirements, and for each day overdue, pay a penalty of 0.5‰ of the total contract price;
4. Subcontracting and illegal subcontracting are prohibited in this project. If discovered, the tenderer has the right to unilaterally terminate the contract and pursue legal responsibility;
